It is the players job to verify the person on the other end is ready to receive the ball, just like a coach would say about passing to a teammate. He threw it so quickly after the whistle the ref was still making a call. They clearly weren’t ready to receive a pass. He got mad and tossed it at them. He didn’t stop play and turn towards them; he just flung it. Obvious careless tech.
