Out of the characters we have actually read about, the vast majority are followers or at best, tolerant of heinous things without taking a stand. Also lackeys and goons are not necessarily villains, just non-ambitious people who fall in line and will not ascend up the ladder.

In the context of Harry Potter as a set of children books/movies, Slytherin is pretty clearly a one dimensional “evil house” to mirror Gryffindor’s “good house”, with most of the antagonists associated with it.
There was definitely an effort to slightly retcon it once it became a big cultural phenomenon and fans started identifying with the houses and all that stuff. It never full stops being “the bad guy house” really though, since that’s very clearly what it is in the the first several books in particular.

Slytherin is judged as evil because of the actions of a few. It’s very compelling as a story to see it as misunderstood, and feel a connection. No one judges the other houses for the actions of their worst members.
Guilderoy Lockehart gets a pass while he was happy to destroy the lives of 3 children and many uncountable people across the world. Peter Pettigrew was a Gryffindor and committed the most heinous betrayal of the entire serious. Quirrel was in Ravenclaw and nearly brought Voldemort back but his house isn’t stained at all by his actions.
There’s an entire house of people who have to bear the brunt of Voldemort’s existence as a stain, it’s kind of easy to empathise with.

But what it says about Hogwarts was that Dumbledore was idealistic, and arguably an idealistic fool. The United States thought it was a good idea to incorporate the Confederacy back into society without making them pariahs for what they did, and we’re seeing lately how fucking stupid that was. But it also serves as precedence for Hogwarts allowing Slytherin a place at the table even though Slytherin is the hangout for Wizard Nazis.
Of course, Snape serves as realization of Dumbledore’s ideals. Dumbledore and Hogwarts took Snape in despite him being a Slytherin and he did a lot of good. Had Hogwarts closed their doors to Snape and other Slytherin, how much harm would Snape and others like him have done?

As was commented elsewhere here, Rowling was not known for consistency in her writing. In a simplistic children’s story Slytherin was the evil house that all evil wizards belonged to. Over time there were efforts to change that.
It’s kind of like how Hufflepuff was just an “other” house that got made fun of so she had to create Cedrick Diggery to say “look, Hufflepuffs can be good too!” And then she killed him off and we never heard from Hufflepuff again, but no one can ever again say that all Hufflepuffs are losers.
