They were literally laughing and joking together! i bet the very purposefully choreographed fake throw pertained to the conversation. I think he got finessed into a tech
Okay this is total speculation but at first right at the end of the play Bones kinda swings his arm/the ball around weirdly while looking disappointed, the ref says something to him, then he does the exaggerated fake wind-up thing.
I am betting the ref goes “I thought you were going to throw that at me” and then Bones does the exaggerated wind-up thing jokingly and the ref doesn’t “get it” so Ts him up.
Edit: Detective mode, in the second angle after the initial weird swinging motion thing, the ref has his finger up at Bones (as if to say “don’t throw that” or something along those lines). So I’m pretty sure it is something like that.
Then afterwards the ref is smiling sheepishly realizing Bones was chill and just messing and he says something like “You weren’t going to throw it? Okay.”
I’m pretty sure the fake throw was for someone on the raptors bench / coaching staff and ref just happened to be walking through. He went back to joke with whoever he was talking to on the bench after

I’m totally guessing, but before this you can see in the clip Bones was kinda haphazardly swinging the ball around when he got called for the foul, and the ref leaned in and said something to him. I’m assuming it was something to the effect of “I thought you were gonna throw that at me!”
Then Bones gets the bright idea of pretending to throw the ball at the ref as a joke. Obviously idiotic but I highly doubt it was completely out of the blue.
The score had him acting wild.
