I don’t know if I can definitively say that his foot is touching the refs foot here. It’s damn close, but it doesn’t look like there’s any force going through ja’s foot/ankle until the next frame, when the ball is out of his hand.

He is moving his body to block Ja’s lane to the ball. He is not trying to get the ball, he is just trying to stop Ja with his “body screen”.
The rulebook say you can use your body to block another player from getting the rebound as long as the ball hasn’t hit the rim yet. After the ball hits the rim, if you intentionally block another player’s lane to the rebound while moving your body with no intention of getting the rebound yourself, that’s a foul.
It is 100% a foul based on the rulebook.

Rule 8, Section 1: “The player is out-of-bounds when he touches the floor or any object on or outside a boundary. For location of a player in the air, his position is that from which he last touched the floor. The last part of the foot/feet which is in contact with the floor on his last step prior to jumping over the midcourt line or three-point line shall determine his location.”
TL/DR: Ja’s foot didn’t need to touch the floor.
