It’s funny because even that’s not the technical pronunciation. It’s just the Americanized way. The Di is meant to mimic a “J” sound so it’s pronounced “Jah-Bah-Tay” you see this a lot with the francophone African nations. Same thing with names like “Diallo” which is actually pronounce “Jah-Low”

My daughter’s name is an Ethiopian name and the pronunciation is 100% phonetic and people still try to put weird little sounds on it. When people ask how it’s pronounced I just say exactly how it’s spelled.

American English just has a very over the top pronunciation and a lot of the population does not speak other languages and thus pronounces everything that way

Phonetically it is split as di-a-ba-te. Di as in dismiss, a as in ascend, ba as in band, and te as in ten. At least for African languages.
The problem is if you read it as written most places, to me it looks like:
“Dia” like at the end of “media”
And “bate” like at the end of “debate”
This is how I would read it if I didn’t hear the name said or take the time to look it up.
That said, it’s really easy to find and say the correct pronunciation and really shouldn’t be a challenge

The problem is that English phonology is truly awful. Dia is pronounced Die uh in Diagram, and Bate is usually pronounced like bait as in Rebate or debate.
Die uh bait is on its face in English phonology a perfectly reasonable reading.
Honestly the actual pronunciation with that spelling is much more in line with Spanish phonology. Dee Uh Bah Tay is exactly the pronunciation you’d get with Spanish reading

I’m American. I have family that lives on a different continent. Let me tell you, some of their pronunciations of common American names are wild. Phonetics can be difficult.
But that’s most likely because, phonetically, English is not that great of the language. It’s not very user friendly and even a native speakers are not sure how something needs to be spelled or said. Or not said, or just saying sounds that are not even in the word. Grammar is easy thou.
