Iirc, Fox was held back due to a hamstring strain that happened in July. He even cancelled his trip to China to focus on the rehab.

There was a interview in preseason where Fox said he spoke to a bunch of other NBA players who’d dealt with hammy issues. And they’d recommended it’s better to take extra time with hammy issues, because you can easily re-aggravate them even if you feel like you are ready to do and play.
