I think the expectation (from the Heat, at least) was that it would be similar to what the NHL did with Wayne Gretzky, and like the NBA has done more recently with Bill Russell.
I think given the precedent now that a figure like Bill Russell is the only exception in basketball, and someone like Kobe (given the circumstances) was not, it’s hard to imagine MJ ever really gets that honor.

He won championships for a city that constantly degraded his blackness. He’s in the same fight that Jackie was in. MJ made the sport global, but I think the league wide jersey retirement is meant to honor what Russell did for black civil rights.

I know most of you were too young and like to hate on previous eras, but he was significantly more transcendent than any player before or since. You can disparage it and call it “glazing” but on a global scale Michael Jordan represents basketball, just like Gretzky does Hockey.
Yeah, I’ve always felt like Jordan was in the class of Ali and Babe Ruth, where sports nerds like us can debate that this guy or that guy was better, but at the end of the day, guys like Jordan, Ali, and Ruth transcended the sports and are their names are known all over the world by people who don’t know anything about the sport.

Kids don’t have a grasp on how big Jordan was culturally. Growing up my Dad would tell us that we were seeing the Babe Ruth of basketball.
