If relegating them is the only punishment it is basically letting them off scotch free. With their squad they will get back up the next season and no real financial harm since money is not the objective to the petro clubs.

The Premiere League has financial rules called Financial Fair Play. Basically they’re designed to ensure teams can remain financially solvent and not racking up a ton of debt to buy the best players.

There’s no salary cap, but there’s a pretty convoluted set of Financial Fair Play rules (FFP) that govern how much a team can spend in any given year. The idea is that the yearly spend can only be a certain % of the income generated. Having the owner pump money but disguise it as sponsorship meant they counted as income, and that allowed them to outspend competitors by a decent magnitude to stay competitive.

There is a salary cap, it’s not called that, it’s just tied to revenues, you are only allowed to spend certain % of revenue on players
