The CBA is designed to punish excessive spending through a tax system. But if you can just get the player his money outside of the salary cap, you can actually pay a player MORE money and cost yourself LESS money.

Like, instead of paying a roster 220 million and eating a 50 million dollar tax bill, you can pay them 200 million via the salary cap, 25 million under the table and save yourself 25 million dollars.
