At all levels of basketball, including levels you absolutely cannot bet on, if the game is clearly completely out of reach, it’s extremely common to just it out once there’s less than one full shot clocks worth of time. The team with the ball doesn’t try to score, the team defending doesn’t go for a steal, game’s clearly over no matter what.
If you were right about it being a gambling thing, this behaviour would be largely confined to leagues you can bet on, but it actually happens at all levels: drop in, rec leagues, AAU, high school ball around the globe, etc. It’s sportsmanship, both sides recognize the game is over and simply call it, has been done for ages at all levels of play.
It’s not even specific to basketball. In hockey and soccer, if one team is ahead multiple goals and the game is clearly out of reach, very common for one team to just hold the puck/ball for the last ~5-15 seconds of the game, nobody pressures them, both teams just let the time run out. In chess, if a player can see they’re losing no matter what, they often resign. If you think this is tied to betting, you must simply have never played one of the many, many sports where this is a common practice.
