Yes, no one, offense or defense is allowed to touch the ball while it is within the cylinder. Only exception is dunks where you start with the ball outside the cylinder
You can’t just swat balls on the rim or tips right over the basket otherwise a tall like Wemby could just eat all game.
I mean the ball dropping rule is there for that reason. 99% of the time when the ball is over the rim it has started falling so just t standing there blocking doesn’t work. It’s very rare for a tip to be able to be blocked before it goes down. Also lobs I think can be blocked over the cylinder but that’s not a shot attempt so maybe that’s different. I really don’t know.
