Even if the refs were calling more fouls on contact without embellishment, there would still be room for players to ‘exaggerate’ and they would still do it because it’s an advantage. They’re not doing it because the refs are ‘being bad at calling fouls’, they’re doing it because it’s an advantage. That’s how competition works, especially fierce competition with millions of dollars at stake, players, coaches, assistants etc. are all keyed in on watching the game and looking for advantages and teaching those players how to make the most of those advantages.
Somewhere along the way, the incentives have to change to make it not as beneficial in some way or another to play this way. Whether that’s the league changing enforcement, or somehow a player’s PR/marketing value tanks because their image becomes so publicly associated with the actions or any other possibilities, that’s the only way it’s going to change.

There was a play a few minutes ago where the Pistons “turned it over” in transition, but the refs called a phantom foul. The replay showed they were never touched & Cavs were called for a delay of game. Refs have caused embellishing & create negative situations by botching calls.
