I would actually LOVE watching basketball if they started reviewing these and assigning techs for flopping. Also in soccer, it’s much more understandable that you’re falling over when running full speed and getting bumped mid stride.

I don’t know why they continually allow players to try and fake out the refs. At least do something after the game. Issue unsportsmanlike conduct techs or a fine or something for trying to influence the game. Literally anything other than absolutely ignoring the problem.
The part that we, as fans who watch on tv and get to see a play from the perfect viewing angle and in slow motion, forget is the refs are seeing this from court level at full speed. So what the ref most likely saw is Rudy’s hand swipe near Jokic’s face and then the reaction. It looks like a foul whistle is blown. The terrible part is they have the ability to review the play and see all the angles and in slow motion but still stick with the call made in the court to not make themselves look bad. I have been advocating for there to be 4 refs in the court at all times. It would limit refs being out of or behind the play and it could eliminate calls like this.

I want to start off by saying i agree with you that the league should encourage playing through contact and players need to stop embellishing minimal contact.
That being said they embellish because Gobert does foul him, as you mentioned, and the refs wouldn’t call it if they didn’t act like the got shot by a sniper. I think there needs to be some sort of rule change or clarification that contact needs to affect the play in some way, because this clearly does not and jokic could play through a nose graze.
