Fair, but I respect the officiating just having a rule. Elbow, hit above the neck? If it meets the qualifications, just call it. It doesn’t look that bad but we can live with this call if it matches the criteria.

The only difference in the letter of the rules is that a Flagrant 2 has to be unnecessary AND excessive. I don’t think you could call this excessive, though. That is usually tied in with intent, not necessarily full intentionality but extreme recklessness at very least
