The Cavs need to get the ball over half in 8 seconds. Shead poked it away before they crossed half, and the 8 second clock ran out before the ball went OB.
I was initially confused, too, thinking it was just a good attempt, and that Cleveland would be stuck with a short shot clock, but then saw Shead absolutely confident Toronto was getting the ball. At that point, I thought maybe it had hit the Cavs player’s leg or something - 8 seconds wasn’t even in my mind until Jack mentioned it on the Canadian feed.

If they were to call it a common foul, it still occurred after the 16 second mark on shot clock, this would have gotten reviewed and turned into a Raps possession. So foul wouldn’t have mattered in that sense.
