Separate proccs and heavy Stun condition on tough enemies

Balance, readability aswell as build syngeries and diversity could be improved by using the stunbar (grey bar below hp) for all forms of hard CC and separating the effect procc from the heavy stun condition.

The proposed change is pretty simple:

all hard cc effects (freeze, electrocute, stun..) should procc on all monster types in a normalized fashion, with their procc frequency and duration being roughly similar. Monsters of higher rarity have a heavy cc resistance, represented by the stunbar. These monsters resist the loss of control effect of any procc and instead accumulate meter in relation to its duration and strength, resulting in a heavy stun once the bar is filled. The effect still counts as applied for its normal duration, just the cc part will be ignored and converted to stunmeter.

This allows for:

  1. better readability of when a strong monster will be cc’d

  2. better balancing of secondary effects of proccs, allowing freeze, stun and electrocute conditionals to be used reliably instead of abundantly on white and barely at all on bosses.

  3. better control on how often a boss can be disabled without requiring huge stun thresholds and full immunity phases that also prohibit synergy effects mentioned in 2.

The heavy stun effect resulting from the stunbar should be based on the cc type triggering it for thematic fit. There could also be nodes/support gems etc. affecting the heavy cc specifically.

The system could be expanded on with hard cc effects causing related lesser debuffs in their duration (e.g. freeze causing chill, stun causing debilitate, electrocute causing slow) for a more impactful feeling when not causing a hard cc.

Visually, i think it could be very immersive to have a boss power through while shocked by lightning or shaking off big sheets of ice.

Most importantly, this change would allow for reliable synergy hooks for build crafting (charge generation etc.) while allowing bosses to resist full cc with readable windows of opportunity
