New teams entering the NBA don’t have the full cap available for them usually, the cap gets unlocked to 100 percentage as seasons go on. Should be at 66.6 percent of the cap initially if they keep what they did historically.
Those teams usually go for mid level deals from other teams’ benches and rely on hitting on the lottery to get talent.
Not add a max player from the outright as it severely limits their cap movement.
The thing you’re not taking into account is that the expansion draft isn’t for a while (probably a couple of years) and Fox is already probably past his prime.

I’ve been shouting from the rooftops that this trade and extension was the worst thing the Spurs could have done.
I get he’s helped them this year, but he’s already 28 and seems to have genuinely started to decline. He’s a terrible spacer and a pretty bad fit in most teams because he needs the ball in his hands to be effective. He’s an inconsistent defender, and already seems to have lost a step.
Going all in on a 3rd rate star and paying him 55 million a year is one of the only ways you can truly hamstring a generational run of lottery luck.
