It has to be. I mean Baylor was an excellent player by college standards, but he’s undeniably taken a step forward in every facet of his game since arriving in Boston, especially his passing and his defense.
His passing was great last year too. The defense though, he’s grown leaps and bounds. Last season I thought he’d be like Joe Ingles: a flashy passer, reliable 3 shooter, and barely passable on defense. This season, he’s changed his archetype pretty drastically around his defense/hustle.

In their defense, their 2 lottery picks in the last 10 years are Tyler Herro (13) and Bam Adebayo (14) which I’d consider hits.

It’s all Brad’s eye. Even at Butler, his favorite part was scouting players and figuring out how to use them.
The Thunder would be in conversation. They get to use guys drafted 10-12 every year, so maybe they’re starting with better talent but lots of teams fail to develop their late-lottery guys.
I would say spurs and thunder are up there too.
Toronto had a great stretch, Memphis, and Miami have all had stretches over the past decade of incredible player development. OKC obviously top tier too.
