This is why the “full extension” standard is stupid. SGA often pushes off way harder without extending the arm, but it doesn’t count because he didn’t extend his forearm fully. But this, where he hand fighting with a hand-check is an offensive foul because he extended fully. He has like 5 push offs a game that are more impactful than this.

I don’t think there’s any “legal” chicken wing. I think it’s either too hard to see real time or deemed marginal. From the rulebook: “Contact that results in the re-routing of an opponent is a foul which must be called immediately.” I would argue a chicken wing often re-routes players but is much harder to spot.
Edit: I guess the legal piece would be if it didn’t re-route a defender (but it seems like it usually does for the players who are good at it)
