The teams being hurt the most by the current draft system are genuinely bad teams that have to compete with artificially bad teams like the Jazz for draft odds
The Jazz aren’t a bad team. If they approached this season normally I’d suspect they are somewhere around a high 30s to mid 40s win team - similar to the Suns. They are artificially making themselves much worse because they want to emerge with a war chest of picks and/or high value prospects.
You can’t have a system where it only makes sense for a team to be really good or really bad in a league with 1 champion and 4-6 contenders at most each season. The mediocre teams everyone makes fun of are the backbone of the league.
