League sources say that support for flattening the odds — as seen in the first concept with all 10 teams that fall short of the Play-In Tournament holding an 8%-shot at the top overall pick — had been strong among numerous general managers and owners even before this Board of Governors session was convened. Ditto for the idea that the lottery be expanded from 14 to 18 teams to include all eight teams that reach the Play-In Tournament, which is another measure that the league hopes would incentivize teams to try to stay competitive until the end of the regular season.
