You can disregard the moving. There was barely any contact to begin with. If Sengun didn’t flop and throw himself back, he wouldn’t have even fallen to the ground. Naz pretty much decelerated and went up for the shot.
You don’t have to be set or stationary for it to be a charge, you have to be in the spot and in a legal guarding position before the player starts their upward motion.
