Atl went 10th best odds, 3% chance, to get Risacher in the 24 draft. Obviously the Mavs last year with a 1.7% chance, and another similar chance, the Bulls in 08 were 9th best at 1.8%(Lottery odds have changed since then) to get Rose, who grew up in Chicago too.

division winner doesn’t matter - they’re all in the same division and they’re tied, so we need to break the tie before we can determine the division winner (unless the Hawks win the division, and then again division winner doesn’t matter for the purpose of breaking the tie)
winning % in all games among tied teams: Heat-Hornets 3-1, Hornets-Magic 3-1, Magic-Heat 5-0. Magic have the best winning percentage (6-3), they win the tiebreak. Hornets are next (4-4), Heat are last (3-6).

So it’d be Orlando, Charlotte, Miami.
