It’s because Dr Pepper is either distributed by Pepsi or Coke plants in most territories here in the US so Coke really has only pushed Mr Pibb in a select few markets in the US. That kept it from catching on enough to get given a shot by Coke distributors in other countries. It’s sort of like how Pepsi only makes Starry in the US because American courts blocked their purchase of 7up, so they don’t own it here.
