Highest quality on a NON vaaled flask?
Exceptional non corrupts are up to 30%, max corrupt is 23% afaik
Edit; also dont corrupt it because it will drop it to 23%

If all flask specifically is above 23% when you corrupt it it will drop it to 23% yes, search trade for a flask above 23% and corrupted if you dont believe me
Can it drop lower?
Corrupting flasks adds a random quality value between -10% and +10%, changed a couple of leagues ago.
Not sure if it works for uniques but may have dropped exceptional version. Then when identified it drops the exceptional in the name like some of the other items. I bought an exceptional siege crossbow the other day and only way to tell it was exceptional is the quality after i started putting mods on it
I remember when I thought it was super expensive to get one of these for 80 div the last few leagues. I only saw one on trade with 25 quality and it was 1000 divs.
When temple is as profitable as it is and everyone is running it, anything that can drop from temple is cheap. Anything you can farm that doesn’t drop from temple has its price massively inflated because 90% of the player base is just farming temple.
