To me, continually building up public resources (libraries, shelters, food pantries) to close that gap is all you can really do. Handing out short term stopgaps for people won’t work - either due to public perception (support) and supply/demand in a world of limited resources.

But if we are talking about the whole world? It’s wildly possible.
