This is one case where it is good that they just make a judgement call. You should never get a shooting foul when it is clear you had no intention of shooting a legitimate shot.
As much as I want to agree, other players regularly do this “in the danger zone”, like at the 3 point line or within - in that case they almost always get the shooting foul. I think Jokic wants them to stop calling “rip-throughs” in general, or start calling them for him (he can be super spiteful and stubborn like that).
I’ve seen him do this regularly at the 3-pt line and they’ve only recently started awarding them to him, whereas most guards (especially star guards would guaranteed get 3 free throws for that shit).

If a referee can determine that it was indeed a rip-through and not a true shooting foul (and it’s not like shooting calls aren’t ever called in this situation… just the blatant ones go to side-out), just make it a non-call (or heck, an offensive foul) and it immediately becomes self-correcting from the players.

The offensive player has transitioned into a non-natural shooting motion, in a non-shooting situation, with the intention of making contact with a defensive player not in either their own defensive cylinder or the offensive players cylinder.
If the refs just looked blankly at players who do this, they would stop doing it. Thats how refs dealt with people doing it in the leagues I played in with players tried to jump into people like Kobe, etc back in the day, then again when they tried replicating Harden.
