People are ignoring the main things that increased tanking. First of all the new cba which effectively killed free agency made it harder for teams to get upgrades and teams resorted to tanking to get more upgrades. The next and most important thing is no one wants to be stuck in the middle. In the past teams like miami and even Utah would be okay and trying to get marginally better but now everyone is screaming at them to blow it up and tank and that has led to more teams tanking.

The nba needs to make being in the middle more attractive and give teams there a way to jump into playoff contenting and the best way imo is to flatten the odds for all non playoff teams including play-in teams. And if a team tries to duck the 8th seed fine them by reducing their lottery odds significantly.
