How come some players can be traded immediately after they’ve been traded, while others you have to wait until they can be traded again?

Players can be traded multiple times, as long as their salaries are not aggregated together with another player to bring in a different player with a higher salary. To do that has a 60 day moratorium*.
Conley can be bought out and re-sign with the Wolves because they are no longer his most recent team; the Bulls are. The Ilgauskas Rule only applies to one previous team, even if a player was traded twice in a week.
*if someone is traded on December 15th exactly, they can be traded again on deadline day, even though that’s less than 60 days away. That’s how Dennis Schroder was traded twice last year.

Vet player coaches have a much different role than actual coaches. The young guys look at them as a coworker , rather than a boss. A good player coach is extremely important to team, which is why someone like Haslem got paid for so long.

Don’t get me wrong, I’ve been as vocal as anyone about Finch being a dumbass for giving Mike 15-20 minutes a game no matter what.
But if he’s brought back and is viewed as a “hey, we need someone to play for 2 minutes and not turn the ball over/be in the right spot” I think it’s fine.
He’s a bad fit for a regular rotation role. He’s a perfectly fine fit for an 11th man used in spot situations.
I have no hope that Finch suddenly plays him less because the contract is smaller. There’s no reason to get Conley as it stands.

Yes. TJ is good at applying on-ball pressure, but he otherwise gets hunted to the extreme. Opposing teams get favorable switches and then attack him relentlessly. Fucks up our entire 2nd unit when TJ’s shots aren’t falling.
Conley is old and not particularly tall, but I trust his half court defense a lot more.

He could be traded back to the Wolves at any time. There’s no rule against that.
The Igauskas rule exists so that players can’t be traded, bought out, and return to the original team at a lower salary cap hit. It’s to prevent teams from abusing the buyout system to circumvent the cap.

I’ll be totally honest. Our fans have been begging Finch to stop playing him. He shot like 10% from the field the last few weeks. It’s been really bad, but he still plays 15 mins a game. We love Mike the guy, and would love to have him back in the locker room, but not at 15 mins per game again.
