People do close out on him hard as fuck obviously and I think he’s just very careful with how he lands because of his ankle issues. He’s been doing it since 2013 and like you said never gets the call so don’t think he’d continue to bother if he was fishing for fouls lol.
I think that’s one of the reasons he doesn’t get calls unfortunately. He falls whenever someone is nearby on a shot to protect his ankles, but it can be really hard to tell when he’s actually getting fouled.
Also, a lot of fouls on Steph happen off ball when he’s running around screens. There simply isn’t enough refs on the court to watch every off-ball player, so they miss a lot of those fouls too.
Steph also got a lot of separation for his shots off of moving screens. Most successful players and teams are going to be exploiting rules and officiating tendencies as much as they can to win.
He started doing it a long time ago to avoid ankle injuries. He’s reffed pretty poorly. League just allows dudes to close out in his landing space on every shot.

Yeah, later in the clip at like the 4.5 second mark where Jokic spins to remove his arm, Williams (accidentally?) catches his arm again but instead of just lowering or relaxing his arm he keeps it stiff and tense to keep it hooked in Jokic’s armpit, which Jokic reacts to by exaggeratedly lifting his arm to free it from the hook (and maybe get the Ref’s attention?).
Honestly hilarious but all this tomfoolery from the involved players just seems like the logical outcome when players are forced to exaggerate contact to get ref calls. Jokic does seem to get fouled a lot and gets some nasty-ass scratches sometimes and he’s even spoken in interviews about using these scratches as evidence for fouls lol.
