There is a hockey rink below it. Presumably the cheapest option would still require digging out and removing a ton of whatever is below that rink (without messing up the rest of the arena removing it), then rebuilding the ring embedded below ground level.

Lowering the court (or raising the front row) would influence sightlines negatively, especially in the second row.

See for example this diagram. The dotted lines show the view from a spectators eyes above the head of the spectator in front of them. If you lower the focal point, the view would no longer go over the head of the spectator in front.

It will change if players refuse to play in Cleveland until they fix it. Luka and other superstars have more sway when it comes to this sort of thing. He got the Lakers to use their regular court during the cup games because he said the floor was dangerous.

If they cared about player safety then courtside seats would be pushed back and camera crew would also be moved. It’s insane how cramped they make the courts.

PG’s injury was because the stanchion was too close to the baseline, and that was because it wasn’t a regulation NBA court that they were scrimmaging on.

they spend more time on courts that aren’t raised though, so it’ll be more likely that they’ll instinctively treat all floors as not raised if their focus is elsewhere

Anytime you get close to the seats or people sitting on the bench it’s dangerous if you’re not paying attention to where you’re stepping, and that’s universal for all courts.

You only spend a couple hours there vs years of muscle memory built up. You aren’t going to actively remember to avoid it while focusing on so many other things because as far as your body remembers, that area is safe.

Aside from all the other perfectly reasonable answers you got about muscle memory and such, accidents still happen. Like you’ve walked up stairs before and have probably been on a balcony before, but they still have guard railings just in case.
