They can’t waive Paul because they are at the roster minimum of 14 players. Waiving him would mean dropping below 14, and they can’t sign someone then waive Paul because they are hard capped at the first apron.

Minimum contracts don’t count toward the hard cap. They could cut Paul and sign a minimum player if they wanted.
That’s not true at all. Teams over the cap are usually able to sign minimum salaried players because there’s an exception called the minimum salary exception. Those salaries still count though. The Clippers are hard capped at the first tax line, which means they can’t go over it for any reason. They do have just enough space to sign a rookie on a minimum, but not enough space for a player who has played at least one season.
This is wrong. You can always sign minimum players regardless of tax status. Those salaries do not count toward the cap, but they are taxed if over.
You’re conflating the ability to sign with whether or not it’s taxed.
The salaries 100% count towards the cap. Find me the section in the CBA where it says they don’t. The only salaries that don’t are two way contracts. However, two way contracts don’t count towards roster limits. Teams hard capped at the first or second apron can not exceed those limits. It’s called a hard cap for a reason. Most teams aren’t hard capped, so they can sign players to minimum contracts. Even teams that are hard capped usually leave a little bit of wiggle room.
When you hit an apron level you begin dealing with what is called in the CBA the “transaction restrictions table” which outlines what moves you are unable to make based on your apron level if (there are other conditions but the main one)

Just think about what you are saying logically for even 2 minutes. What happens if a team that is at the 2nd apron loses 2 or 3 players to season injury that aren’t long enough for an exception? They just forfeit the rest of the season because they can’t field the minimum players?

Your logic is correct, but for a different scenario. You are talking about the spending cap. Which teams are allowed to go over for exceptions. Vet min, rookie extension, mid-level, etc.
The Hard cap is a something that’s been around for a bit. But was less common. Usually triggered by a sign and trade. Now it can be triggered by teams going into the 1st of 2nd apron as well.
Hard Cap: A strict spending limit (at the First or Second Apron) that a team cannot exceed for any reason, usually triggered by using specific exceptions or engaging in certain trade-related actions.
The warriors dealt with this a few years back when they did the KD/DAngello Nets trade and were struggling to field full teams and had to space our their 2 way players nba games limits.
If they could waive CP3, there is zero reason they wouldn’t have. He’s on a vet min, they know they aren’t going to get anything for him and can’t trade for anyone that makes more than him.
Just think about what you are saying for two minutes. A team that is over the 2nd apron can’t field the minimum required players to play due to injury or other circumstance, and the injuries aren’t career-ending so they aren’t getting compensation.

I’ve felt like they need a reliable backup PG for 2-3 years now but Leon doesn’t seem to agree because we keep getting combo guards. We had a shot at both CP and Westbrook in the offseason and I thought either one would have been a great fit.
