He’s standing his ground and using his arm to break a chest to chest collision.
The forearm isn’t high (not neck or head) it plants in the chest. Defenders have a right to defend their position and not be tackled off of it.

It’s only a foul because Rudy doesn’t just brace for impact he shifts his weight forward and slightly extends his arm. But honestly it’s not far away from not being a foul.

Exactly. You’re allowed to have your space on the floor as a defender. The offensive players job is to somehow get past you and get their own spot that’s advantageous. They aren’t supposed to be able to say my spot is where you’re at and then just run into them or stiff arm them out of the way which is what everyone does now. There’s no way to play defense in that case.
