It was a blocking foul before any arm extension. He came into his path. Even then, the arm extension in and of itself isn’t an offensive foul. It’s if the arm PUSHES along with the extension. Usually with Shai, he bumps with his shoulder which causes the defender to get dislodged. The arm then follows due to momentum, but the arm doesn’t PUSH the defender at all.

The defender is supposed to either be in legal guarding position or move with the offensive player without contact that deters them from their path. Or if SGA fully extended the arm it would be an offensive foul. Defender here couldn’t make up their mind fast enough on what way to go.
