League doesn’t have a hard cap. You can hard cap yourself doing certain moves though, that’s a seperate thing.
Thunder is still not a tax paying team this season. They can only trigger the repeater tax penalty in 3 years, as you have be a tax paying team 3 of the past 4 years to trigger them.
