Because they want affixes like those to be an actual investment for a noticeable damage increase and not freebie pick ups just for existing. See the Curtain Call from PoE 1 as a big example.
I get the idea. But I mean, it is really that noticiable? If you invest lets say 250 INT (which is a bit more than the 205 required from gems), current damage increase is 16%, if it was 2% per 25 INT it would be 20%. Is it really problematic? I don’t even think so. It almost doesn’t change the ‘requires investment’ property of the notable, but makes it less frustrating to finish off just a tiny bit away from the next 100

I’m a noob to the game, but what a bizarre effect. Are there really builds out there running 200-400 intelligence? If sub 200 is the only realistic amount, why would they make the effect like that?
There are builds that run with thousands of stats. If they wanted the effect to be more granular it would be 2% per 25 Int, or whatever value they wanted. You get what it says on the tin.
You can get 300+ on gear alone without astrimentus

i have 300 int kind of accidentally since im not rl trying to stack int just want it for the extra mana, so its def possible
with gear i would say 400 maybe even 500 isn’t that unrealistic
Level 20 int gems require 205 int. So at the bare minimum on casters you’re going to hit the 16% which is probably where it’s balanced around. 300 should be fairly easy if you don’t want to run hybrid gear or gems. And if you are actually stacking the stat you can hit 800? Maybe. I’ve seen some strength stackers with that much but there are more sources of % attributes/strength towards the bottom of the tree. So 600 int should be possible fairly easily if you commit to it.

Wait is that how all stackers work? I thought it was flat breakpoints, in this case 90 int or 100 int and everything in between is rounded down…

I played a stat stacker monk last league. There are flat breakpoints, i.e. you don’t get any boost before 100 int with that node(?).

% attribute nodes, gemling ascend, rares with int+all attributes, runes socketed into gear. Not sure why I’m being downvoted when Stat stacking is incredibly easy and scales well.
Let’s not forget gear with % attributes and the good Ole +5 per level
